The general purpose of a Community Council is to act as a voice for the Area so that views and concerns can be heard and where necessary make representations to the Council and other public and private bodies as appropriate. The Kirriemuir Landward East Community Council (KLECC) is just one of many throughout the Country.

Community Councils were introduced in 1975 when local government was reformed and the former, smaller town councils, were abolished. The object was to ensure there could be input from the “grassroots” to the then new two-tier structure of Regional and District Councils. The Local Government (Scotland) Act 1994 continued the role of the Community Councils in the new single-tier organisations.

KLECC covers the areas of Glen Prosen, Glen Clova, Glen Quiech, Fern and Glen Ogil, Cortachy, Memus, Tannadice, Oathlaw and Finavon.
There can be 9 elected members in total from these areas. Elections take place every four years and have now been held for the new term of office up to October 2020. In addition to the elected KLECC members there are the ex officio members – the three ward councillors and the police.

There is still a vacancy on the Community Council and it is not too late for a newcomer to be co-opted. If anybody feels that they would like to serve on the Community Council please do contact the Secretary or Chairman.

Meetings are normally held every second Monday of the month throughout the year and the Community Council meets at Memus Hall. Although they are not open meetings it is the custom of KLECC to allow members of the public to attend and participate in discussions.

The Kirriemuir Landward East Community Council boundaries encompass a fairly diversified rural area and it is not surprising that the items discussed are very varied and wide ranging.
